Am Vorabend der Eröffnung eines neuen Einkaufszentrums im Distrikt Pine Valley regnet es in Strömen. Sheriff Chris Maratos hat die Befürchtung, daß der alte McKimson-Staudamm den Fluten nicht standhalten wird. Daher macht er sich auf den Weg dorthin um sich die Lage anzusehen. Tags darauf ist im neuen Einkaufszentrum wenig los. Lediglich die Sängerin Suzanne probt ihren Auftritt. Roger Carey, der Architekt des Gebäudes, überprüft letzte bauliche Änderungen und Wachmann Tom dreht seine Runden durch die Etagen und Gänge... Dann treffen die Befürchtungen des Sheriffs ein und der Damm bricht tatsächlich. Die Fluten strömen ins Tal und schließen das Einkaufszentrum ein, wobei das Erdgeschoß direkt überflutet wird. Die Eingeschlossenen retten sich in die oberen Etagen und versuchen das Dach zu erreichen, doch die Notausgänge sind bereits unpassierbar und das Gebäude ist durch ausströmendes Gas explosionsgefährdet. Dann stellt sich ihnen ein entflohener Mörder in den Weg ...
